Traditionally, when an ACR member retires a resolution is created and voted upon by members at the ACR summer conference.
Friends of ACR, for example, vendors or sponsors who have supported our organization, receive a certificate of appreciation for his or her retirement from the ACR Officers.
Certificates of Appreciation are also presented by the ACR Officers for those who have contributed to the organization.

A Resolution on the Retirement of Dennis Stevenson
WHEREAS, the objectives of Administrative Codes and Registers (ACR), a section of the National Association of Secretaries of State (NASS), include fostering the development of better rule writing skills and rule review techniques, and developing more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
WHEREAS, Dennis Stevenson, Office of the Administrative Rules Coordinator in Idaho retired May 15, 2020, and
WHEREAS, started working for the State of Idaho in Child Support (1990) only to leave in less than a year to work in the Administrative Procedure Section of Health and Welfare (1991) and transferred to the Office of Administrative Rules Coordinator in its inception in 1992; and
WHEREAS, in 2002 he earned a Certificate of Appreciation from the Legislative Council; and
WHEREAS, in 2006 he completed the State Certified Public Manager (CPM) training to become a Certified Program Manager; and
WHEREAS, in 2018 he marked thirty (30) years of service with the State of Idaho; and
WHEREAS, in June 2019 he earned a Great Service to Idaho Award for cutting Red Tape from the Governor of Idaho; and
WHEREAS, in 1995 his participation in ACR began in Rapid City, SD as he attended his first ACR Conference; and
WHEREAS, in 1997 in the interest of raising funds beyond the revenue from the sale of the annual survey, there was the discovery of the Rulettes in Mobile, Alabama, at a local establishment commonly known as Anne’s Karaoke Place; composed of Scott Cancelosi, Dennis Stevenson, and Michael White, who are herein listed not in order of their singing ability but in true, editorial, alphabetical order as the official A.C.R. fund raising maestros who contributed lovely melodies but no additional monies to the ACR bottom line; and
WHEREAS, in 1998 Salt Lake City, UT he attended an ACR Conference in which he and others (Scott Cancelosi & Mike Broschinsky) utilized an empty conference room decorated with roses on the tables and purchased beers in hand, discussed important ACR topics with the Dennis’s flare bearing a rose in his mouth and his dance on the tables, thereby making his mark on any ACR conference going forward; and
WHEREAS, in 1998, 1999, and 2001 he served as ACR Regional Representative for the Mountain West; and
WHEREAS, in 2001 (Little Rock, AR with a circus act set up complete with a trapeze in the Capitol Rotunda!) he served as ACR Program Chair; and
WHEREAS, in 2000-2002 he served as ACR Treasurer; and
WHEREAS, in 2002-2004 he served as ACR Vice President; and
WHEREAS, in 2003-2004 he compiled and published the State and Federal Survey; and
WHEREAS, in 2004-2006 he served as ACR President; and
WHEREAS, in 2008 he served as ACR Awards Chair; and
WHEREAS, in 2012 he attended his last conference in Puerto Rico prior to his retirement; and
WHEREAS, in 2020 he graces us with his wisdom, wit, creativity, and lessons learned from his tumultuous last year with the State of Idaho; and
NOW, THEREFORE, BE IT RESOLVED that the members of ACR extend their deep appreciation and heartfelt thanks to Dennis Stevenson for his dedication and active membership and service to ACR; recognizing his significant professional achievements on behalf of the State of Idaho; and,

A Resolution on the Retirement of Judy Cooper
WHEREAS, the objectives of Administrative Codes and Registers (ACR), a section of the National Association of Secretaries of State (NASS), include fostering the development of better rule writing skills and rule review techniques, and developing more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
WHEREAS, Judy Cooper, Manager for the Administrative Law Division for West Virginia retired October 31, 2019; and
WHEREAS, in March of 1995 she started working for the State of West Virginia; and
WHEREAS, in 1997 she was promoted to her longstanding role of Manager of Administrative Law; and
WHEREAS, for most of her tenure was deemed the “Rules Queen” by her colleagues and those from all rule-making agencies with the State of West Virginia; and
WHEREAS, she trained in sign language and is an interpreter for the deaf for the Capital and her church; and
WHEREAS, as a forward-thinker with a driving force for technological advancement and for public accessibility, ensured that every rule that was boxed or filed in the remote reaches of storage was scanned and indexed for instant retrieval; and
WHEREAS, as technology advanced, she harnessed the power of the internet allowing rules in various stages of the rule-making process as well as the State Register fully searchable online, allowing both state agencies and the public easy access to the most current information about rulemaking; and
WHEREAS, her last major contribution was her focus on eRules, the filing of all rules online, which saved the government hundreds of thousands of dollars in supply costs and labor. She fought for the passage of House Bill 2567, which allowed electronic filing and was also at the forefront of setting up the eRules system, used by a select few agencies this year, 2020;
WHEREAS, in 2019 she marked thirty (34) years of dedicated service with the State of West Virginia; and
WHEREAS, she attended many ACR conferences starting in 1997 through 2018; and
WHEREAS, she served ACR for the 2011 Program Committee for the Summer conference at Glade Springs, West Virginia; and
WHEREAS, Judy is dearly loved and respected not only by the staff of the Secretary of State’s office, but by those she worked with and helped in other state Agencies and NASS-ACR for many years; and
WHEREAS, in 2020 she graces us with her charm, gracious presence, drive, and wisdom gathered from her colorful career serving the great Mountain State of West Virginia; and
NOW, THEREFORE, BE IT RESOLVED that the members of ACR extend their deep appreciation and heartfelt thanks to Judy Cooper for her dedication and active membership and service to ACR; recognizing her significant professional achievements on behalf of the State of West Virginia; and,

A Resolution on the Retirement of Kerry Radcliff
WHEREAS, the objectives of Administrative Codes and Registers (ACR), a section of the National Association of Secretaries of State (NASS), include fostering the development of better rule writing skills and rule review techniques, and developing more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
WHEREAS, Kerry Radcliff, a former national president of ACR and editor for the State Register and Rules Coordinator for the Evergreen state of Washington after a distinguished career and over 40 years of service retired on February 28, 2020; and
WHEREAS, on August 15, 1977, she began working for the State of Washington in the Office of the Code Reviser as a bill drafting typist in the Revised Code of Washington Section; and
WHEREAS, in 1982 she moved to the Washington Administrative Code Area as the Assistant Editor of the Washington State Register; and
WHEREAS, in 1988 she became editor and production manager for the Washington Administrative Code, a position she held until her retirement; and
WHEREAS, she improved and streamlined Washington’s rulemaking process; and
WHEREAS, throughout her career she has been deeply involved with technology upgrades that made rule changes more accessible to agencies and the public, and made rule information, including publication of the Washington Administrative Code and the Register, available in a more user-friendly form on the internet; and
WHEREAS, she was very involved with the creation of CR forms and the development of explanatory materials to make the filing procedures for Washington’s Administrative Procedure Act clearer and easier; and
WHEREAS, she spearheaded the creation of Washington’s E-file system; and
WHEREAS, she served as the Combined Fund Drive Coordinator; and
WHEREAS, from 2006-2010 she served as ACR Pacific West Regional Representative; and
WHEREAS, from 2010-2012 she served as ACR Secretary/Treasurer; and
WHEREAS, from 2012-2014 she served as ACR Vice President; and
WHEREAS, in 2014 she served on the ACR Awards Committee; and
WHEREAS, from 2014-2016 she served as ACR President; and
WHEREAS, in 2015 and 2017 she served on the ACR Summer Conference Program Committee; and
WHEREAS, in 2018 she served on the ACR Web Site Committee; and
WHEREAS, in 2018 she attended her last ACR conference in Philadelphia, Pennsylvania, having participated in and enjoyed many ACR conferences over the years; and

A Resolution on the Retirement of Stephanie A. Hoff
WHEREAS, the objectives of Administrative Codes and Registers (ACR), a section of the National Association of Secretaries of State (NASS), include fostering the development of better rule writing skills and rule review techniques, and developing more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
WHEREAS, Stephanie Hoff, the Northern Region representative on the ACR Executive Council, retired as the Administrative Code Editor for the State of Iowa on June 29, 2018; and
WHEREAS, a former English teacher, Stephanie Hoff relocated to Des Moines to seek a job in editing and began her long and fulfilling career in state government as a temporary proofreader with the Iowa Administrative Code Office in February 1996; and
WHEREAS, by October 1996, Stephanie Hoff had been hired as a full-time member of the Administrative Code Office and subsequently rose through the ranks to become Deputy Administrative Code Editor in 2005 and Administrative Code Editor in 2011; and
WHEREAS, during her 22-year tenure with the Iowa Administrative Code Office, Stephanie Hoff applied her love of the English language, grammatical expertise, and keen attention to detail to daily editing work and helped ensure that the office routinely met tight deadlines on regulatory publications; and
WHEREAS, as Administrative Code Editor, Stephanie Hoff built a knowledgeable and highly motivated team of rules editors and implemented numerous technological changes to increase the timeliness, clarity, and quality of Iowa’s administrative rules publications; and
WHEREAS, Stephanie Hoff also used her extensive knowledge of the rulemaking process to respond to historical administrative rules research requests and served as Secretary to Iowa’s Administrative Rules Review Committee; and
WHEREAS, as an active participant in ACR forums, Stephanie Hoff relished opportunities to learn about the administrative processes in other states and provide valuable insights on Iowa’s administrative process to her fellow state government professionals; and
WHEREAS, an inspirational leader, Stephanie Hoff demonstrated personal care and concern for her colleagues and went above and beyond in her interactions with state lawmakers, executive branch agencies, and members of the public; and
NOW, THEREFORE, BE IT RESOLVED that the members of ACR extend their deep appreciation and heartfelt thanks to Stephanie Hoff for her dedication and active membership and service to ACR and recognize her significant professional achievements on behalf of the residents of the State of Iowa; and

A Resolution on the Retirement of Jane Chaffin
WHEREAS, the objectives of Administrative Codes and Registers (ACR), a section of the National Association of Secretaries of State (NASS), include fostering the development of effective rule writing skills and rule review techniques and developing more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
WHEREAS, Jane Chaffin, a former national president of ACR, retired as the Registrar of Regulations for the Commonwealth of Virginia on January 1, 2018; and
WHEREAS, Jane Chaffin gained an appreciation for the importance of civic service at a young age when she held a summer job at a Virginia Medicaid office while in high school, riding to and from work each day with her father, a longtime state government employee; in 1987, she joined the Virginia Division of Legislative Services (DLS), where she spent the majority of her professional career; and
WHEREAS, over the course of more than 30 years at DLS, Jane Chaffin worked to ensure the timely publication of the Virginia Register of Regulations, a biweekly resource that provides notice of proposed, final, and emergency regulatory changes to Virginia’s state agencies, as well as other important notices; and
WHEREAS, Jane Chaffin played a pivotal role in the initial codification of the Virginia Administrative Code in 1996, an extensive, three-year project that increased accessibility to the Commonwealth’s regulations for both lawmakers and members of the public; and
WHEREAS, Jane Chaffin spearheaded the development of the Regulation Information System (RIS), a unique online application that allows agencies to create and submit regulatory text and accompanying documentation to the Registrar’s Office electronically and enables Registrar’s Office staff to prepare and publish the Virginia Register and update the online Virginia Administrative Code on a daily basis; RIS was
one of the first electronic rulefiling applications created and made Virginia a frontrunner in using technology to improve the regulatory process and to give the public access to administrative rules; and
WHEREAS, thanks in part to Jane Chaffin’s diligent work, the Code Commission, the Division of Legislative Automated Systems, and the Department of Planning and Budget were awarded the 2008 Governor’s Technology Award for Cross-boundary Collaboration for their respective roles in the development of the Regulation Information System and its integration with Town Hall 2.0; and
WHEREAS, Jane Chaffin also served as the longtime staff liaison to the Virginia Code Commission, where she helped supervise the codification of new statutes after each session of the General Assembly, the
publication and revision of the Code of Virginia, the review of obsolete laws, and the operation of the Virginia Administrative Process Act; and
WHEREAS, in addition to her exceptional contributions to the administration of state government in Virginia, Jane Chaffin has volunteered her leadership and expertise to ACR since 1990, attending her first ACR Summer Conference in Hartford, Connecticut that year; she served as a regional representative to the ACR executive committee from 1998 to 2002 and as Secretary/Treasurer from 2002 to 2004; and
WHEREAS, as Vice President of ACR from 2004 to 2006, Jane Chaffin organized the State and Federal Survey of Administrative Rules and Rulemaking Procedures and created the first web-based system for
states to reply to the survey; and
WHEREAS, Jane Chaffin’s election as president of ACR in 2006 was a reflection of the high regard in which she is held by her peers in the national administrative law community; and
WHEREAS, an efficient and effective leader, Jane Chaffin inspired her fellow state employees and ACR members through her dedication, collaborative leadership style, skillful management of numerous complex projects, personal integrity, and wonderful sense of humor; and

Honoring Liz Cloud, charter member and former president of the Administrative Codes and Registers Section of the National Association of Secretaries of State.
WHEREAS, the goals of Administrative Codes and Registers (ACR), a section of the National Association of Secretaries of State (NASS), are to foster the development of better rule-writing skills and rule review techniques and to develop more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
WHEREAS, a public servant of the highest caliber, Liz Cloud served the Florida Department of State working with administrative rules and administrative rulemaking agencies for almost five decades; and
WHEREAS, in 1978 Liz Cloud attended the inaugural ACR meeting in St. Louis, Missouri, and she is the last active charter member of ACR; and
WHEREAS, a respected leader, Liz Cloud was elected by ACR members to serve as ACR president from 1996-1998 after serving as vice president from 1994-1996; and
WHEREAS, Liz Cloud subsequently represented the South Atlantic region on the ACR Executive Committee from 2002-2014; and
WHEREAS, an active participant at numerous ACR conferences, Liz Cloud most recently served as a member of the Awards Committee for the 2014 Summer Conference; and
WHEREAS, Liz Cloud helped make Florida a pioneer state in the development and implementation of online access to rulemaking, notably contributing her expertise and leadership to the 2006 release of www.flrules.org; and
WHEREAS, during Liz Cloud’s tenure, the Florida Department of State was recognized by ACR at the 2011 Summer Conference with the Robert J. Colborn Jr. Innovation Award; and
WHEREAS, on January 9, 2015, Liz Cloud retired as Program Administrator of the Florida Administrative Code and Register after 48 years of dedicated service; and
WHEREAS, Liz Cloud has been an inspiration and an invaluable resource to others within the ACR organization and around the country; now, therefore, be it

A Resolution on the Passing of Robert J. Colborn, Jr.
WHEREAS, the objectives of Administrative Codes and Registers (ACR), a section of the National Association of Secretaries of State (NASS), include fostering the development of better rule writing skills and rule review techniques, and developing more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
WHEREAS, administrator of the Maryland Division of State Documents from 1974 to 2001, Robert J. (Bob) Colborn, Jr. set the high standards of publishing state regulations that ACR members still follow to this day; and
WHEREAS, the United States designated George Washington the father of our country, ACR designated Bob the father of ACR on the first day of July 2000; and
WHEREAS, Bob served as the first Executive Secretary of ACR and presented many programs at annual conferences and meetings; and
WHEREAS, Bob served as host member for the 1980 Baltimore, Maryland conference, the 1984 Annapolis, Maryland conference, the 2000 Baltimore, Maryland conference; and
WHEREAS, ACR named the Robert J. Colborn, Jr. Innovation Award after Bob in July 2001 to honor the man that gave so much to ACR;
WHEREAS, all ACR members admired and respected Bob and appreciated his guidance and friendship; and
NOW, THEREFORE, BE IT RESOLVED,
(1) ACR has heard with profound sorrow and deep regret of the death of ACR’s father Bob; that we mourn the passing of a dedicated public servant; the loss of our founder; and the loss of a friend.
(2) The ACR Secretary shall submit this resolution to the ACR Archives and transmit enrolled copies thereof to his surviving family; and
(3) Upon approval of this resolution, at the sound of the gavel at the second business meeting, members stand adjourned for one minute as a further mark of respect to the memory of our friend Bob.

WHEREAS, Linda Emry has been an ACR member since the early 2000s; and
WHEREAS, Linda Emry earned the admiration and respect of ACR members and her colleagues for her dedication, enthusiasm, professionalism, and hard work contributing to the success of several conferences; and
WHEREAS, Linda Emry willingly served on the program committee and participated in a roundtable discussion at the ACR 2008 summer conference in Grand Rapids, Michigan;

WHEREAS, Pam Booth, Administrator for the Connecticut Regulation Review Committee, retired June 30, 2013, after completing 25-1/2 years of outstanding service to the State of Connecticut, and
WHEREAS, Pam started her career as a caseworker/advisor on January 1987; served as a legislative assistant beginning in July 1987, and became the clerk of the Regulations Review Committee on August 2, 1996, a position she held until she retired; and

A Resolution on the Retirement of Michael L. White
WHEREAS, the objectives of Administrative Codes and Registers (ACR), a section of the National Association of Secretaries of State (NASS), include fostering the development of better rule writing skills and rule review techniques, and developing more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
WHEREAS, Michael L. White, Director of the Publications and Services Division of the Office of the Federal Register retired on December 31, 2013, and
WHEREAS, after four years in private practice, Mike joined the Office of the Federal Register as a Staff Attorney in February 1987; and
WHEREAS, in April 1996, Mike was promoted to the position of Director of the Legal Affairs and Policy Staff, serving as the chief legal advisor to the Director of the Federal Register and formulator of policy and policy proposals, where he had among his accomplishments the drafting of regulations granting official status to the electronic editions of the Federal Register and Code of Federal Regulations; successfully defending Federal Register regulations in the case of Kennecott Utah Copper v. United States Dep’t of the Interior, 88 F.3d 1191 (D.C. Cir. 1996); and leading the development of the first version of the regulations.gov website; and
WHEREAS, in August 2007 Mike was promoted to Director of the Publications and Services Division where Mike was the driving force behind, and the orchestra director of the development of FederalRegister 2.0 which was significant for its success in presenting Federal Register documents in highly accessible ways without effecting any basic changes in the underlying document formats; and
WHEREAS, one of the highlights of Mike’s tenure was the administration of the ratification process for the 27th Amendment to the United States Constitution; and
WHEREAS, Mike has been a major contributor, at every level to the development of ACR annual programs and to individual directors of State Administrative Codes and Registers, and
WHEREAS, Mike shared his knowledge, and tutored officials in emerging democracies abroad;

WHEREAS, Joseph (Joe) J. DeLuca, Jr., Counsel to the North Carolina Rules Review Commission, retired on June 1, 2014, after completing 25 years of dedicated service to the State of North Carolina;

After more than 42 years of dedicated service to the National Archives, Director of the Federal Register Ray Mosley has decided to retire on January 3, 2012.
Ray has served as Director of the Federal Register since November 1996. During his career, he has served NARA as Deputy Archivist, Chief of Staff, Assistant Archivist for Special and Regional Archives, Deputy Assistant Archivist for Federal Records Centers, Director of Records Appraisal and Disposition, and Assistant Director of the Washington National Records Center and of the Waltham Federal Records Center. He started his career as an Archives Specialist trainee at the WNRC in July 1969. He was appointed to the Senior Executive Service in February 1989, one of the youngest NARA employees to attain that rank, and has served more than half of his career in the SES. His career at NARA has been one of unparalleled depth and breadth
Among his earliest assignments, he successfully developed and installed the NARS 5 system in Federal Records Centers beginning in 1971. NARS 5 was the first nationwide automated system created and used by the National Archives. It managed all FRC holdings and all aspects of their accessioning and disposal, managed all available space in FRCs, and eventually was extended to manage the workload production needs of centers.
Under his direction, the Office of the Federal Register has been a leader in government in the use of technology to improve services to the American people. The Office converted decade’s worth of Federal Registers and Codes of Federal Regulations to XML coding, and placed them online for easy download and reconfiguration at DATA.gov, and on Federal Register websites. Similarly, under his leadership, the Office developed the cutting-edge Federal Register 2.0 application which has transformed the look and feel of the daily Federal Register, and positioned this vital tool of government to take advantage of new digital technologies. In addition, he led the effort to create the eCFR which is the daily updated edition of the Code of Federal Regulations. Before the eCFR, the Code was updated only once a year. He also led the efforts to place the Public Inspection function online so that anyone who wanted to examine documents before they were published in the Federal Register, a statutory requirement, could examine them at any time anywhere. Ray conceived of and implemented converting the printed Weekly Compilation of Presidential Documents into a online Daily Compilation, where Presidential materials are publicly available much sooner than previously. He also led the transformation of the printed United States Government Manual into its first online, currently updated version, returning that publication to its status as the Federal reference site of choice.
Other innovations that Ray championed include: compiling newly signed Executive Orders and tracking still effective EO’s at a single, easy to find website; daily delivery of the Federal Register Table of Contents to anyone’s email inbox; and delivery of the Public Law numbers of newly signed statutes to anyone’s inbox. He also led the development of the eDOCS system which transformed Federal Register production into a fully electronic environment. The eDOCS system also enables the electronic submission of signed legal documents to the Office – among only a handful of government-wide applications using modern electronic signature technology.
Ray’s imprint is not only upon NARA’s physical infrastructure, but also upon NARA human resources policies. One of his most transformative achievements is the creation of the work-at-home program at the Office of the Federal Register. Under the OFR program, more than fifty Federal Register staff members have been equipped with secure laptops which can easily connect to Federal Register production servers. These employees can produce the same work from their laptops at home as they could from their desktops in the office. Not only has this program produced quality of work life advances for OFR employees, it has strengthened Continuity of Operations capabilities and produced substantial actual savings in rent and facilities costs for NARA. The OFR work-at-home program is easily one of the most advanced in the Executive Branch.
Ray has served as friend and mentor to many NARA staff across the country, having visited every NARA location during his career. Personally, I have benefited greatly from his extraordinary in-depth knowledge of the agency. Please join me in thanking Ray for his service to NARA and the nation, and in wishing him a happy and healthy retirement.

Resolution 2010-01 Recognizing the Federal Register on the occasion of its 75th anniversary.
WHEREAS, July 26, 2010, marks the 75th anniversary of the signing into law of the Federal Register Act by President Franklin D. Roosevelt; and
WHEREAS, the daily Federal Register was created to document the workings of our democracy, ensuring that citizens are well-informed about the policies and actions of their government; and
WHEREAS, the Federal Register and the Federal Register system are key features of our democratic government ensuring its openness, fairness, and participatory nature; and
WHEREAS, the Federal Register system has been a model for state and national governments around the world; and
WHEREAS, the Office of the Federal Register will commemorate the 75th anniversary with the release of an online, unofficial version of the Federal Register that uses the readability and usability of online newspapers as its model; and
WHEREAS, “Federal Register 2.0,” as the prototype has been dubbed, will be launched at a ceremony in the Rotunda of the National Archives on July 26, 2010; and
WHEREAS, as the role of government has expanded during the past 75 years, the significance of an open and participatory process for executive lawmaking has become clearer to the citizens and enterprises whose rights and responsibilities are defined and protected in rules and regulations; and
WHEREAS, as awareness of the opportunities inherent in the Federal Register system to have a voice in the development of public policy has grown; and
WHEREAS, Federal Register 2.0 builds on the foundation established over the past 75 years and utilizes technological advances of the past quarter century to improve citizen access to executive lawmaking; and
WHEREAS, the Office of the Federal Register is a charter member of the Administrative Codes and Registers Section of the National Association of Secretaries of State; now, therefore, be it

Candy Herring (middle) receives the 2007 Robert J. Colborn Jr. Innovation Award for Colorado’s online administrative rules system.
WHEREAS, Candy Herring of Denver, Colorado, a faithful member of the Administrative Codes and Registers (ACR) Section of the National Association of Secretaries of State (NASS), died on June 4, 2010; and
WHEREAS, in 2002, Candy Herring became the Administrative Rules Program Manager for the Colorado Secretary of State’s office, responsible for designing and implementing an online filing system for administrative rules and the continued development of the eRules web application to support electronic filing of rules; and
WHEREAS, under Candy Herring’s guidance and direction, the filing of administrative rules in Colorado became completely electronic in July 2006, followed by the online publication of the Code of Colorado Regulations and the Colorado Register later that year; and
WHEREAS, when the online Code of Colorado Regulations became the official source for Colorado administrative rules in July 2007, one of Candy Herring’s important goals was achieved; and
WHEREAS, Candy Herring, having joined ACR in 2005 at the NASS summer conference in St. Paul, Minnesota, was appointed in 2006 to the ACR Executive Committee to represent the Mountain West Region, consisting of Arizona, Colorado, Idaho, Montana, New Mexico, Utah, and Wyoming; and
WHEREAS, as program chair of the 2006 summer conference held in Santa Fe, New Mexico, Candy Herring headed a committee that put together an exciting agenda for her fellow ACR members; and
WHEREAS, a knowledgeable leader in her profession, Candy Herring graciously shared her knowledge and interests with ACR members by serving on numerous committees, including the committee that redesigned ACR’s website; and
WHEREAS, Candy Herring’s efforts were recognized by ACR at the 2007 summer conference in Portland, Oregon, when the Colorado Secretary of State’s office was awarded the 2007 Robert J. Colborn Jr. Innovation Award for Colorado’s online administrative rules system; and

WHEREAS, Dennis C. Schnepfe served the Division of State Documents in the Maryland Secretary of State’s office for 34 years, joining the Division in 1975 as Director of the Code of Maryland Regulations and later named Deputy Administrator of the Division in 1977; and
WHEREAS, Dennis Schnepfe was appointed by the Governor in 2002 to head the Division of State Documents as Administrator, and was appointed on January, 17, 2007, to serve as Maryland’s interim Secretary of State; and
WHEREAS, Mr. Schnepfe frequently lectured state personnel on methods of drafting regulations, on the procedures required by the Administrative Procedure Act to adopt regulations, and on the use of the Division’s electronic filing system; and
WHEREAS, Dennis Schnepfe is a charter member of ACR and has been an active participant at numerous ACR conferences beginning with the 1978 conference in St. Louis, Missouri; and

Whereas, the United States has designated George Washington the father of our country, ACR has designated Robert J. (Bob) Colborn, Jr. the father of ACR; and
Whereas George Washington was first in the hearts of his countrymen, Bob Colborn is first in the hearts of ACR members; and
Whereas Bob Colborn served as the ACR’s first Executive Secretary, presented many programs at NASS ACR annual conferences, and served as host ACR member for the NASS ACR annual conferences held in Annapolis, Maryland in 1984 and in Baltimore, Maryland in 2000; and
Whereas we know that Bob Colborn has invested a great deal of time and effort into the planning of the 2000 ACR conference and working for ACR in general over the past 22 years; and
Whereas all ACR members have great admiration and respect for Bob Colborn and especially appreciate his wonderful sense of humor; and
Whereas Bob Colborn and the staff of the Division of State Documents under his direction have led the way in innovative, creative means of providing public access to state regulations and have set high standards for administrative code and register publications;
Now Therefore Be It Resolved that the ACR Section hereby expresses its deep appreciation and heartfelt thanks to Robert J. Whereas all ACR members are saddened to learn that Dee Wright will soon be leaving her position as Assistant Director of the Texas Register for a position with the Texas Railroad Commission; and
Whereas all ACR members have great admiration and respect for Dee Wright and will miss her knowledge, her dedication, her guidance, her friendship, and her wonderful, and usually irreverent, sense of humor; and
Whereas the loss of Dee Wright’s significant knowledge, skills, and abilities will be sorely felt by ACR and the Texas Register, especially its director Dan Procter;

On the formation of the “Rulettes.”
Administrative Codes and Registers Section of the National Association of Secretaries of State
Whereas the goal of the Administrative Codes and Registers Section (A.C.R.) of the National Association of Secretaries of State (N.A.S.S.) is to foster the development of better rule writing skills and rule review techniques and to develop more effective management of the rule promulgation process, particularly in the publication of administrative codes and registers and public access to and involvement in the rulemaking process; and
Whereas the ACR Section has no visible means of support other than the whopping $280 we received this past year for selling the annual survey; and Whereas the ACR expenses this year were double our income; and
Whereas the ACR Section needs a means of raising funds other than the sale of the annual survey; and
Whereas a possible means of raising funds was discovered during the 1997 annual conference in Mobile, Alabama, at a local establishment commonly known as Anne’s Karaoke Place;
Now Therefore Be It Resolved that the A.C.R. Section hereby designates the trio hereinafter known as the Rulettes (aka the Booze Brothers or the Brews Brothers) and composed of Scott Cancelosi, Dennis Stevenson, and Michael White, who are herein listed not in order of their singing ability but in true, editorial, alphabetical order as the official A.C.R. fund raising maestros; and
Further Be It Resolved that all funds raised by the Rulettes shall be accumulated by means of circulating a form of head covering donated by any A.C.R. member wearing more than one kind of hat; and
Further Be It Resolved that all funds so raised, if any, shall be deposited into the A.C.R. treasury without exception, including all gratuities thrown at the Rulettes during performances or at other times and shall remain in the A.C.R. treasury to accumulate any interest we can get on these funds; and
Further Be It Resolved that the A.C.R. Section has no liability whatsoever for any misconduct, negligence, dereliction of duty, malfeasance, off-key singing, loss of hearing, public drunkenness, disorderly conduct, harassment, and any other activity not herein specifically cited including the posting of bail; and
Further Be It Resolved that the A.C.R. Section shall be held harmless and at no fault and shall declare no knowledge of this resolution whatsoever if placed either under oath or on the spot; and
Further Be It Resolved that this resolution, upon majority vote of the membership in attendance and in at least partial control of their faculties, shall be signed by the A.C.R. Section President and Vice President and transmitted to whomever the A.C.R. Section shall so designate, either appropriate or inappropriate, as the case may be.
